As I understand it you said Police are first responders to drug use, homelessness and mental health issue and they shouldn't be. They are not currently first responders to drug use, homelessness and mental health issues.

It all comes down to whether you believe

1) a man becomes a feral criminal owing to his drug use, homelessness or mental health issues, and thus needs a social worker;

or whether you believe

2) a man becomes a homeless, mentally disturbed drug addict on account of being a feral criminal, and thus needs the intervention of a burly copper.

In my experience, people brought up in comfort and good fortune believe (1), while unfortunate people brought up on lousy estates believe (2).

Thats all well and good but this isn't referring to people who are criminals, unless you put the  drug use down as such.

A schizophrenic or someone having another breakdown of sorts does not need the police at their door as the first response

I don't get how you think police are the first responders for people who are suffereing from mental health issues and homelessness. Fell free to answer the questions I have asked if you think my understanding is lacking.
