The point being, as made in that short video clip so well, is that Slavery was never something some white people did to black people as our media love to portray. It's something humans have been doing to other humans, including black to black and black to white, since forever. I mean the OLD testament talks about it at length, which might be a clue.

It means to cut their funding and divert funding to
1) places that can solve issues the police would previously deal with as a first response. Treat drugs as a medical issue, homelessness as a housing issue, mental health as a health issue. If a qualified professional had attended to the new fake cause of choice - Tony Timpa- its very unlikely he would have ended up dead
2) investing more into things where the lack of investment can cause places to be a breeding ground for crime. Education, housing, jobs etc

Police budget trump the budget for so many other services and engaging in preventative measures is clearly a more sensible route than reactive measures

Some are abolitionists who I'm not fully sure of what the full stance is there but the mainstream defund the police stance is as above

And the point is they aren't although in fairness I think I missed a second questions mark.

The police deal with all of those things, especially in the US.

As I understand it you said Police are first responders to drug use, homelessness and mental health issue and they shouldn't be. They are not currently first responders to drug use, homelessness and mental health issues.

It all comes down to whether you believe

1) a man becomes a feral criminal owing to his drug use, homelessness or mental health issues, and thus needs a social worker;

or whether you believe

2) a man becomes a homeless, mentally disturbed drug addict on account of being a feral criminal, and thus needs the intervention of a burly copper.

In my experience, people brought up in comfort and good fortune believe (1), while unfortunate people brought up on lousy estates believe (2).

Thats all well and good but this isn't referring to people who are criminals, unless you put the  drug use down as such.

A schizophrenic or someone having another breakdown of sorts does not need the police at their door as the first response
