Well, it might have been in March or April. But bringing it in from the middle of June when the virus is clearly in decline?!! Ruinous to the travel and tourism industry of this country, and taking away the chance of anyone who wants to go on holiday or travel for work having endured the hardships of the previous few months. Is it even enforceable though? Seriously, are they going to send someone round to your house a week and a half after you've come back from a day trip to Calais to check you're at home? If so, who is going to do this? Why not just test people as they enter the country so they can de-isolate after 48 hours if it comes back negative?
I can't think of a more pointless and/or damaging policy that this government has ever introduced.

Like all of this, it could work as common sense voluntary. If youve been to china to work in a hospital, maybe stay away from people when you get back for a few weeks. Or like you say get a test to check. Thank you for your common sense cooperation.
Threatening the public with police action that they cant enforce is just the same thing but in a more confrontational authoritarian way, so why not do it in the nice way.
