It is an unholy mess.If garden centres, construction, DIY, transport and outdoor jobs were left to continue we would not be at this current situation. Why will some go back to work while others sit at home and of course there are those genuinely scared and others shielding vulnerable. We are in dudu!
Are you not assessing the situation as it stands today, rather than at the end of June? It's going to be increasingly difficult for the 'scared' argument to stand up if the direction of all the signals continue in the same direction. When test track and trace is up and running, with or without the app, that should expedite the falls. People will need to be be laid off so ultimately some with have to choose between going back or redundancy, as furlough is at employer discretion.
