Tbf there is considerable logic behind this. The Council Tax valuations only go up to Band H which means a £50m property will be paying the same as one worth £1m. That wasn't true under the old rateable value system,which had become obsolete,not so much because of Thather's ideology,as because hardly any houses were let at market rate. Since 2009 when it held 0% of National debt, the Bank of England has purchased gilts (was 23% in Nov 2017) and the UK government owns the Bank of England, so saying the national debt hasn't fallen is very misleading (I think) To put it bluntly headline figures mean almost nothing without an extensive understanding of the bigger picture, and the bigger picture starts with who owes what to whom.

Yeah that is the current figure, but it was 0% in 2009. To my understanding, I tentaively think that means the government has bought back about a quarter of it's own debt, but the quarter that it has bought back is still showing as debt.
