I was looking at the picture advice and all the usual stuff about plain background etc. It says no headgear, except for religious ones which are ok. Surely the whole idea of getting a document for identification is that they see your entire head. Surely I'm not alone in thinking this is bonkers?

Why should such a consideration exist then? In case you think this is aimed purely at muslims I would not give any dispensation for a sikh or a nun either. I honestly don't see why religious people should get an opt out.

There is a downside for people who demand this privilige.
Obviously anyone who can't be easily identified because their head is partially covered, will come under more intense scrutiny than the usual casual glance given to someone whose head is uncovered.
