1 vote for every £1,000 paid in tax per year. Pensioners who have retired get awarded voting rights based on an average of tax paid throughout their working life.

Income tax is the criterion. No income tax - no vote.
I don't see why people living on benefits should get the vote if they don't pay income tax and that applies to those retired.
Just as drawing Pension Credit qualifies claimers for many benefits over and above those just drawing the State Pension, it should also disqualify claimants from voting.
