I need to edit a PDF file so that it contains links to a website. Is the only way of doing this by signing up to Adobe Acrobat?

Are you going to add the text and the link? Or you already have the text there and just want to make it clickable and go to your desired webpage?
I don't know if there is a proper way but I know two hacks that will achieve this in Foxit PDF reader(which is free, and much better than acrobat imo)

The text is already there just need to create a link.
I originally created the pdf using excel but the link does not seem to work when converting from excel to pdf.

In Foxit reader I just highlight the text and right click -> Create Link...
