What I can never understand is why, if the plastic bag levy is for the interests of the environment doesnt the retailer give the 5p charge back for returning the bag for them to dispose of? They have creted a value of the product in effectively taxing the consumer by one rule while allowing retailers who saturated the environment with them carte blanche.

There's more plastic round a bunch of grapes (completely unnecessary) than there is in about 100 bags. Perhaps there is lip-service being paid by and for the supermarkets.

By volume and weight single use carrier bags (which are normally biodegradeable anyway?) are a tiny fraction of the plastics that go in my bin, even before I started using bags for life all the time. Virtually everything from the freezer dept is in a heavy thicker bag that I'm not even sure is biogradeable, I don't think it is. The refridgerated stuff is often in a fairly thick plastic tray .. even mushrooms come that way. Bread. The list is endless.

You have to understand the difference between a reason for something and an excuse. The reason is just that whereas than excuse is what you say when you don't want to state the reason.
So the environment is the excuse for the plastic bag levy but increasing taxation by the back door is the actual reason.
Same applies to most so-called "good cause" taxes.

But the 5p isn't a tax. https://www.bbc.co.uk/news/uk-england-42638548
I'm actually for it but the idea they should be banned outright and replaced with paper bags all the time is sh1t.
Little poly bags are useful for many things, I always keep a pile. Like picking up sh1t off the ground. It's a terrible habit but when I rattle in from the pub I sometimes can't be bothered with the treck to the toilet.
