Is there anyway an individual might not be effected by the taser though?

Like he knows what's coming and so he can block out the pain/electrocution

A strong willed individual might be able to overcome the taser for a short period of time imo

I reckon they got the idea of a Taser from Star Trek

A friend of mine once owned a factory that made rubber bullets. He was under twenty-four police protection for a while when his name was discovered on an IRA hit list.

If you've never seen a rubber bullet, by the way, they look rather like billiard balls.
