Interesting item on that site about serbia trying to get Iranian tourists to visit
their country, result was that about 12000 have not returned to Iran. Unlike immigrants
from most countries they have money hence they can  easily afford to buy these boats.

Six suspected migrants have been rescued from a dinghy in the Channel and brought ashore at Dover.

First line.  By bringing them here the authorities are aiding and abetting.  It's no different to catching someone who is trying to rob a shop and then handing them the contents of the till.  The minimum that should happen is the criminals are taken back to whence they came.

The point about Siberia is interesting and wasnt in my knowledge. Just goes to show how one country can spoil it for everyone else. And imagine if that country happens to be the most powerful in the union as well.

I think you are overestimating the amount of money they pay. In the later part of 2017, about 20 men were found dead in a container traveling from Pakistan to Iran. This resulted in a crackdown on human smugglers(probably only a show at best) and the resulting investigation revealed some of these men had paid as low as 800 Euros to the smugglers. That low amount really surprised me at that time but showed how easy it had become for smugglers to move people to Europe. As one refugee told me, he could get me the drugs of my choice from Pakistan within 15 days when the next batch arrives. The smoothness of their operation was breathtaking and was of course not possible without the politicians in Europe being involved. But the public at that time was too busy blaming Islam and how the muslims wanted to take over Europe that they just didn't have the time to ask questions to their own politicians.

The 5000 dollars amount that you quote does seem to be the standard but my guess is at the peak of the importing process, the prices were really low as Europe had no objection to people arriving for a whole year.
