People who 'grudgingly' pay their fines in pennies....

Apparently a cheque doesn't need to be on paper as long as it's written correctly which is why people have paid things grudgingly written on a toilet seat? :)

And who do they piss off by doing this?  the poor sap at the bottom of the heap with no responsibility for your complaint.
