It's for the even newer criteria, known as "G.L.L.S"....
Are La La's allowed to Drive ?
No one should be allowed a blue badge unless they are incapable of driving and if they are incapable of driving they shouldn’t be allowed to drive and of course shouldn’t then need a blue badge

Some invalid are more mobile than some able-bodied person eg layabouts who steadfastly refuse to work. Can a dyslexic or dyspraxic be entitled for a blue badge?
