You are very right. The article clearly states that more than half the cases are already treated as you think they should be. Its the lesser half that this lawyer is complaining about.

This is a result of asking 45 police forces, only 3 of them saying they don't report the status f the victim. So 42 of them are doing exactly the thing you want them to do.
Again, this is just BBC and a smart lawyer playing their trade. The usual stuff.
