Having once lived near, Star Lane in Orpington, I can tell you it's a no go area which has improved a little through the years. It once was a sight for burnt out cars, a no go area for the police, if there was any burglary in the area the sirens were turned on miles away to avoid conflict. The "do as you likeys" have a new development around the corner and have become slightly more mainstream but that doesn't stop them marauding all over the SE with their illegal scams.

It's possible that they're allowing lawlessness to continue on its path, until it gets so bad that they can justify arming the police.
The police are certainly ineffective in dealing with certain groups, and seem to target the easy ones instead like motorists and people who commit trivial stuff that doesn't involve them getting out of their comfy chairs much.
