As for with people under 16 it should be life in prison.

A 16-year-old mother killed in a fire by the man who groomed her was "100%" let down by the authorities, her daughter has said.

Lucy Lowe was 14 when she became pregnant by Azhar Ali Mehmood, 26, in Telford, a town at the centre of child sexual exploitation claims.

Lucy's father George Lowe, 73, said he believes the authorities did "nothing" to protect his daughter, who was described at Mehmood's trial as being in a "relationship" with her killer, despite her being underage.
