Given the age demographics of the chit-chat forum, I think it proves that it is demonstrably probably true. 
People go all weird around death. Any death that happens to get reported in a news medium reveals that the deceased was the best ever most fabulous gee-whizz honest and philanthropic person who had ever lived and who ever will live. Any criminal misdemeanours are merely a consequence of them being a fun-loving cheeky chappy.
I'm not sure people used to say it until this record came out.

It is said in an attempt to give comfort to those who have lost somebody before their time, the premise being that the deceased person has gone to a better place in Heaven.
