The popular vote is irrelevant really. Everyone knew the rules when they were campaigning.
Had the two candidates known it was just the popular vote then they would have campaigned differently in different places. Clinton won by 4 million votes in california alone. If the election was settled on most votes the candidates would spend more time campaigning in the most popular states and less time in the crucial swing states.
There would also have been voters in states where the outcome was never in doubt who didnt bother to vote as it was pointless who may have voted in a situation where it was most votes. e.g trump supporters in california or clinton supporters in republican strongholds.

I think if Clinton had been elected she should have tried to.
The thing is Clinton was defeated so I doubt she will get another chance. If they went for a women again, probably be Michelle Obama, unless another rises to Democratic prominence.
