He probably means no link to Islamist terrorists (or to the other bomb in New Jersey) -- it could be a homegrown nutter, as a lot of these American bombings turn out to be. He also means no evidence *yet*, as it looks like there should be cctv coverage of the device being planted.

It could be a Fray Bentos steak and kidney pie incident. A long time ago when I was a callow youth I came in from the pub and followed the instructions but after 40 minutes it exploded in the oven. To be fair, the instructions didn't say you should take the lid off before putting it in.

But why would they come straight out and say there are no indication of terroriste motive? Shouldn't they be saying 'we don't know why this was done or we have no links as yet' Instead of saying the opposite.
