Comments on the Daily Mail article:

Why should we fund people who want to have dangerous sex. They should take precautions themselves, or abstain. This will only encourage risky sexual behaviour and increase other STDs. Ludicrous, stupid, nonsensical, politically correct decision.

if your behaviour puts you at high risk, change your behaviour, don't expect the tax payer to fork out because you are too selfish to use a condom !

What does 'the most at risk' mean? Everyone is equally able to contract HIV, so this must mean people who voluntarily go out of their way to often have sex with people they don't really know. To encourage this behaviour seems very strange. Maybe they should just change their behaviour to protect themselves and leave everyone else out of it.

..Hard to disagree.

The story is all about the 'at risk' group who are gay men. Why are they at risk? Because buggery is VERY dangerous to one's health. Also gay men do a lot of oral yukky stuff ( I can't bring myself to expain it), which is equally dangerous.

Thirdly, they are promiscous within a relatively small community. Ergo it's a dangerous lifestyle. But our liberal govt and our judges can't be seen to be opposing gays now can they...

Only 34% of gay men partake in the riskier activity....I looked this up for another gay-phobic thread about a year ago.

Only a small % will be engaging in the 'yukier' oral stuff as will be the % of heterosexual people who do the 'yukier' oral stuff.

The more reckless people (in both camps) have psychological issues and care less about their health, especially when on drugs.

How the hell can anyone consider that the National Health Service funding men to **** each other up the arse as a lifestyle choice is a good idea?  Tell them to use their own bloody £400 a month if it's that important to the buggers not to use a condom, the NHS has far more deserving uses for the money.
