Hundreds of thousands of the enemy gathered in a small number of locations, hugely high profile, would devastate a major event and cause maximum carnage and exposure.
I know security is high but whilst stopping them getting into the grounds is easier, it's pretty impossible to stop people with hidden guns wandering into a town centre and opening fire surely?
I don't see why they would do lower key stuff like the previous Paris attacks (not belittling the incident, just in context to this) and not be planning for years on hitting this tournament.

Only reason I can think of is you don't want killed by the police and you've got a money tree tip on the winner.

Would personally do it later in the tournament when it comes as a surprise as opposed to at the start when people are worried about it. Better letting the western infidels get pissed and destroy town centres and fight each other then when that gets sorted move in.
I always thought instead of killing ordinary folk they might go after people that make money for the army machine. Hit them in the pocket.
