Broken windows theory. Today stealing water. In a few years that example may lead on to mugging. Something young black men especially are disproportionately involved in. Stealing is legally wrong and immoral. If that is the example the children are being set then is it any wonder?

Do we know they werent just left overs and they were allowed to take them.  Either way it all looked rather unseemly.

1.01 at least one of this lot has a previous criminal record (quite possibly for the same offence). The footage suggests that this sort of activity is by no means unusual to some of them.

Likely it was being given away. Similar ' shock ' story was published last year, people were accused of stealing track suit tops, bottoms ,tee shirts etc. Didn't that turn out they were being given away too ?
