The owner of a neglected and "extremely thin" dog that was found abandoned and tied to a gate is being sought by the RSPCA.

A walker discovered the female Staffordshire bull terrier in Ullswater Drive in Middleton, Greater Manchester.

She was covered in sores, with her spine and ribs protruding.

Although the dog was not wearing an identification tag, she was microchipped and the RSPCA established that previous owners had named her Jazz.

Investigations revealed she had been through at least three homes - including an animal welfare charity - before being abandoned and left to suffer.

RSPCA inspector Nichola Waterworth said: "It was a cold night and she was tied up alone.

"She's extremely thin and has pressure sores from where she's been laid down on a hard floor of some type. Her skin is flaky and her nails are overgrown.

"I suspect she's been living outside or perhaps in a shed or something like that, as she was very dirty and smelly too.

"Though a little nervous, she is a very sweet girl with a very waggy tail. It certainly seems as though this poor girl has had a rough life so far."

She is now being cared for by a vet.

Anyone who recognises Jazz and has any information about her owner is asked to call the RSPCA on 0300 123 8018.

So, not only do we have a case for questioning micro-chipping, we also have a case against the RSPCA.  What a bunch of self-righteous twunts they are ... only in my own personal experience, of course.

How is there a case against the RSPCA?

If she was in their care and somebody wanted her, they would assume the person would care for her, they can't keep all dogs

Whoever this poor bitch was with,  either cared little or was totally incapable of looking after her, very serious neglect

They are a self serving and self righteous institution who are only in it for their own gain.  Much like the SNP, actually.

They promise much, play with our heartstrings and should be put down.

I am talking about their Chiefs obviously not the volunteers they have suckered in to their paypot.

Animals are microchipped for identification.

Obviously when the dog got a new owner the change wasn't recorded so the owners can't be traced.

Aren't there plans to make it law for all dogs to be microchipped soon?

The chip records the last known owners details, does it not?  The Law says the details must be kept upto date, does it not?

Thereby, why isn't that person being hunted down in this case?

The Rspca may be ok (though I doubt it) but the SSPCA are corrupt koonts.  Driving around having jollies in brand new liveried vehicle that donations have paid for.

Microchipping law comes in April 2016.

Same with everything loads and loads of knee-jerk reaction laws being passed.

The laws are rarely practical enough to be enforced, even if there were sufficient manpower to do so.

So most people will wait until their dog is found without a chip before they bother having it done.

I see it as an unnecessary expense and inconvenience for people who keep a dogs.

It is not very expensive micro chipping

A pet owner takes on a moral responsibility for any pet they own, to ensure its need are met

If an animal, is ill treated or neglected and dumped like the dog in the OP then the owner can be traced

It is not perfect, but better than nothing

What will happen is that the responsible dog owners will have to go to the trouble of getting their dogs chipped, but most people won't bother until they're caught.
Certainly the people that the legislation is trying to target won't take much notice of it.

Old people keeping a pet certainly won't go to the trouble of chipping their mutts either.
And the authorities aren't going to give them a hard time over it.

It's the inconvenience they are being subjected to which is the problem.

And of course making criminals of old people if they haven't had their pets done.

It's outrageous really having to go to this trouble and possible prosecution for simply keeping a pet.
And of course where will it end?
Cats will be next for micro chipping I suppose.

I wish cats were, and neutered by law, I have had to deal with a number of strays

I would have more than one cat myself, but I own cat would not accept it

I am sure old people would be given warnings and should be offered it free anyway

I presume you don't like garden birds very much eBul, that is your choice.

I don't dislike cats.  I presume as you own a cat, you don't have first hand experience of
cat carp on a near daily basis in your freshly dug soil or in your children's sand pit.  I believe they don't use their own
garden as a toilet.

I am not sure what the correct etiquette is re cat crap.

I wonder if cat owners would object to cat crap being flung over their garden fence?

I have refrained from doing so and bag it up and dispose of it on a regular basis - but can't see how any cat owner could possibly complain if I did
fling it back.

I love birds.....

Who kills more animals than any other on this earth....Human Beings....and we have a choice we could be vegetarian,

although I won't stress that, I am not one, but don't blame cat's for we do ourselves as human beings.

I cannot control where my cat does his business, but I tell others who object to him to throw cold water on him and shoo him off

If they want to put it back in my garden I don't object. I am a fair person.


I prefer cats to human beings who do not understand we share this planet with other species, and think of themselves

and little else.

Thank you for your valuable input, Facts.  Aren't you the poster also know as IAN?  The guy who houses refugees?  That really is most noble of you.  How many are you looking after just now, if you don't mind me asking?

Perhaps you could share your wisdom and explain to this complete ignoramus as to how microchipping does actually work and what it's about when cases such as the one in my o.p. are allowed to exist?

Sadly owners forget to notify their microchip database of their new contact details if they move address or change telephone numbers. Please remember that From April 2016 it will be a requirement under the law that you must keep your dog’s microchip information up-to-date; if you do not, then the microchip is useless.
