How can we house the refugees from Syria but have homelessness?

Don't understand.

I'm a rabid free market man with a social conscience and I've always thought that having homelessness in the UK is a national disgrace - whatever Government we have.

Does that mean that New Labour solved the homeless crisis during their 13 years of rule  and the Tories restarted it?
