Sadly, despite the fact that trillions could be added to our economy, the UK will never get into the top 10 because there is a strong vested interest at the heart of government that seeks to ensure that the general public meets only a minimum standard of education, so that an 'elite' can continue to hold the reins of power; an elite that thrives on an education gap that they have made and sustain.

Unfortunately education in the UK tends to be class obsessed and whole elemetns of the population are simply written off.
This is the country where a government minister openly spoke of "bog standard" comprehensives, presumably full of "bog standard" students with nasty "common" accents whom he presumably considered only fit to work in bogs.

Notice Sweden the birthplace of 'free schools' is now down in 35th place as their education policy has seen them slide down the rankings. We're told that free schools are the future of the UK??

In Britain, we regard academic achievement as wrong. We have an anti-intellectual culture, where football and airheadedness are valued over intelligence. I was mocked at school for being a "swot" and for being rubbish at football. All the kids who were good at football are now pushing trolleys around Tescos' car park, whereas I have a well-paid job.

They send us their dross and keep their academics.
No wonder we've slipped down the rankings.

Alas those ratings are based on what is achieved.
They should try doing ratings based on what teachers achieve compared to what you they started out with.
In the UK two-thirds of children entering primary school have parents on welfare, and I suspect the parents are not very aspirational.
