The value is in the business idea rather than the domain name itself, and OP does not really have a viable business idea. 10 or 20 years ago, NameOfTown.com as a portal to businesses in that town was quite useful but Google killed that: now you just search for (say) doctors in Torquay. The email idea would at best bring in pocket money which would be swallowed up by that one baffled user who needs technical support to tie his shoelaces.

Conclusion: sell to the next person who makes a reasonable offer, or wait for a good idea to come along.

there are bound to be some decent web designers in your area

speak to them about building a site, see what they think about adding value to
your asset. at worst you have wasted a few hours of your time.
