Television debates do little for democracy, and they favour the underdog who has less to lose. They also give the advantage to the politician who is the best actor in front of the cameras.
It's no wonder Cameron doesn't want to go there. It's too risky for a start, and the sitting PM is handing PM credibility on a plate to the opposition.
Brown had little choice but to agree to them last time with his nickname of bottler. He was also the underdog, so it was probably to his advantage on that occasion.

He is a highly skilled politician/debator himself and should be there, UKIP have surged in popularity and by not even trying to allay the fears that farage instils in his growing bandwagon of potential voters, cameron is only going to come off worse by not being in a tv debate with him, farage will pounce on it

cameron wouldn't have made the decision, the job is to win an election and the brains / advisors in the background that really make the plans will do whatever is required to achieve that end
