The brother of a 15-year-old who went missing in the late 1970s has told ITV News he is "convinced" the teenager was among the victims abused by members of an alleged historic Westminster paedophile ring.
Detectives have not linked Martin Allen - who disappeared from his home in London in 1979 - to their investigation into claims of abuse at a block of flats near the Houses of Parliament that housed many MPs.
However his brother Kevin Allen told ITV News he believes Martin was "abducted by higher powers" and alleges there has been "a massive cover-up for all these years".
His claims came as detectives announced they are investigating the murders of three young boys as part of their Operation Midland investigation into the alleged paedophile ring at Dolphin Square flats in Pimlico.
Scotland Yard has appealed for witnesses to come forward.
The Metropolitan Police's Det Supt Kenny McDonald said a victim calling himself "Nick" is so far the only victim to contact police and has described abuse that was "pre-arranged, pre-meditated and horrific".

Police said "Nick" alleges he was abused by a group of MPs and other high profile individuals between 1975 and 1984.
The information he has given them relates to the alleged murders of three young boys and police believe that it is "credible and true".
The police refused to be drawn on whether well-known or establishment figures have been named as part of the inquiry, saying only that witnesses had alluded to VIP abuse.

Even if the dam DOES burst, there'll till be plenty on here saying "Well, that's just the way it was then". Next we'll have the "They should have a year to complain, but no longer". Failing that it will be the "I detect the smell of compo" brigade.

Sorry, I didn't realise that we were referring to this one specific case. I assumed that a flood of similar examples was anticipated as a result of these disclosures.
I think it's quite likely that a lot of your 'backroom groping' also went much further but It's hard to get the victims to talk. It's even harder to the necessary evidence for a prosecution case. Hardest of all is to get a confession from a perpetrator who genuinely feels regret and empathy for their victims.

I cant imagine anyone would compare rape and murder with some of the trivial accusations against celebrities in the 70s.
I wonder though if politicians who are interviewed as suspects will be named similar to the celebs.

Officers investigating three alleged murders linked to a VIP paedophile ring also backed claims that a Tory minister watched as another boy was murdered.
Scotland Yard has now launched an extraordinary appeal for information from celebrities, politicians and foreign dignitaries who lived at or visited the exclusive Dolphin Square estate in central London in the 1970s and 1980s.

The alleged victim, known only as Nick, says he was molested from the age of seven to 16. He has told how he saw a Conservative MP strangle a 12-year-old boy at an orgy in a London townhouse around 1980, and that a Conservative Cabinet minister watched two men kill another boy in a depraved sexual assault a year later.
A third boy aged ten or 11 was deliberately run over in broad daylight in south-west London by an unknown member of the paedophile gang in 1979, he alleges.
THE WHISTLEBLOWER: MAN AT CENTRE OF THE INQUIRY
The man at the centre of the Dolphin Square inquiry says he was abused at depraved sex ‘parties’ from the age of seven.
Known only by the pseudonym Nick, he claims to have witnessed horrific acts at the luxury estate in central London between 1975 and 1984.
After being abused by his father, Nick says he was handed to a gang of top Establishment figures. He has described being driven by a chauffeur, along with a terrified 12-year-old boy, to a luxury townhouse where he watched as a Tory MP strangled the other child. Nick also said he saw a second boy being brutally murdered in front of a Tory Cabinet minister in 1981. A third boy, aged ten or 11, had died in 1979 after being deliberately run over by a member of the paedophile gang in a ‘warning’ to victims not to speak out, he alleges.
He says he was taken to Dolphin Square at least ten times for ‘abuse parties’. He claimed one MP told him to thrash another boy - and ‘sexually punished’ him when he refused.
After receiving counselling he contacted the investigative website Exaro in May, whose investigators described him as ‘intelligent and articulate’, before going to the police.

Police have now appealed for potential witnesses who lived in or visited Dolphin Square, where Nick said the majority of the abuse took place, between 1975 and 1984.
They confirmed for the first time they were looking at ‘allegations of serious and organised sexual abuse’ at Dolphin Square and other locations, including military bases, after Nick said he and several other boys were driven to properties in London and the Home Counties, where they were raped, cut and beaten.
Now in his forties, Nick has helped to compile e-fits of the three alleged murder victims, whose names he never learned.
Police are working through historical missing persons reports and unsolved child murders to look for possible matches.
Detectives have spoken to the family of Martin Allen, who disappeared in 1979 aged 15, but are not currently linking him to Dolphin Square. Similarly, Sussex Police is reviewing the disappearance and murder of eight-year-old Vishal Mehrotra in 1981. The Royal Military Police is also investigating claims that military bases were used by a VIP paedophile ring.
Scotland Yard first launched its investigation into Nick’s claims – Operation Midland – last month.
Detective Superintendent Kenny McDonald said: ‘Nick has been spoken to by experienced officers from child abuse teams and experienced officers from murder investigations. They and I believe what Nick is saying is credible and true.’
He continued: ‘There will be people who lived at, or visited, Dolphin Square from the early 1970s onwards who will have seen or heard something that they only now understand the significance of.
Today I would like to ask former residents, current residents, or anyone who routinely went to Dolphin Square to think back and get in touch with us with any information they may have.’
The luxury estate has long been home to politicians, foreign dignitaries, and stars of stage and screen – as well as spies and glamour girls.
Famous former residents include Harold Wilson and William Hague; Christine Keeler and Mandy Rice-Davies, key players in the Profumo Affair; and Sir Oswald Mosley, founder of the British Union of Fascists.

According to Nick, the estate also hosted sordid ‘parties’, where children were plied with whisky after being escorted from school.

Det Supt McDonald said: ‘Today I want to appeal directly to those other young boys, now men, who were also subject to abuse at the hands of these men. ... I would ask you to trust me. I will support you, and do everything in my power to find those responsible and bring them to justice.’
Operation Midland falls under a wider umbrella of investigations, Operation Fairbank, exploring allegations of child abuse by VIPs. One of the most high-profile strands is Operation Fernbridge, concerning Elm Guest House.
Tom Watson, the Labour MP who warned in Parliament two years ago that a paedophile ring was linked to No 10, said: ‘It will come as a great relief to Nick that his allegations are being fully investigated and taken seriously ... now is the time for any victims to speak to the police.’
Yesterday police also said they are probing claims that officers acted inappropriately in relation to child abuse probes from the mid-1970s until as recently as 2005.
Last July it emerged that a dossier compiled by Geoffrey Dickens, naming Cyril Smith and other suspected Establishment paedophiles, had vanished after it was sent in 1983 to the then home secretary Leon Brittan. A recent Home Office inquiry failed to uncover the file, and Theresa May said she could not rule out a possible cover-up.
The Government has planned an inquiry into the claims of a VIP paedophile ring – but is struggling to find a chairman.
Lawyer Fiona Woolf and retired judge Baroness Elizabeth Butler-Sloss were both appointed but later had to step down due to their links to the Establishment.

Three MPs and three members of the House of Lords have been named in a dossier handed to police concerning investigations into the alleged Westminster paedophile ring.
The dossier, which has been compiled by Labour MP John Mann, contains a total list of 22 high-profile figures deemed “worthy of investigation,” following the detailed examination of hundreds of pieces of evidence presented to him by members of the public, The Sunday Times reports.
Mr Mann told the newspaper the dossier names 12 former ministers, several of whom he believes were “definitely child abusers” and at least two of which are alleged to have assaulted boys at the Dolphin Square “abuse parties”.
He believes that the evidence presented against half of those on the list is “very compelling” and that some could “definitely be prosecuted”.

I freely admit, I've not got a scoobies, but it seems to becoming more and more clear something very bad happened at the very heart of the establishment. The only thing I would say is I find it very hard to trust the politicians, press and police in 'revealing' something which, given that is was the subject of gossip amongst the nutter ends of society - they must have known about all along. A former local newspaper executive who claims that he was issued with an official warning in the early 1980s against reporting on an allegedly powerful paedophile ring has been interviewed by police.
In a sign of growing concern that there has been a cover-up of the involvement of politicians in the sexual abuse of children, Hilton Tims, 81, was approached by officers and asked to tell all that he knows about the affair.
Last month the Observer reported Tims’s claim that his newspaper, the Surrey Comet, had been issued with a D-notice – an official warning not to publish intelligence that might damage national security – when he sought around 1984 to report on a police investigation into Elm Guest House, in Barnes, south-west London, where a group of notorious paedophiles was said to have been operating.
Officials running the D-notice system, who work closely with MI5 and MI6 and the Ministry of Defence, said they did not believe that such a notice would have been issued, but admitted that some records relating to official requests for media blackouts in the early 1980s have been destroyed.
Following the revelations, it has emerged that Tims, who was news editor of the Surrey Comet between 1980 and 1988, was interviewed by an officer working for Operation Fernbridge, the criminal investigation examining claims of sexual abuse and grooming of children by prominent men, including senior MPs, top police officers and people with links to the royal household. Tims said: “They wanted to have my story from my own lips.”
He told officers that the D-notice was issued when he asked one of his reporters to look into a police investigation into a paedophile ring based at Elm Guest House which the paper understood had been “getting boys from a care home”. Tims said the paper subsequently dropped its inquiries into the story.
The development follows Scotland Yard’s decision last week to publicly describe claims that a Conservative MP strangled a boy of 12 as both “credible and true”. Officers, who have appealed for witnesses to come forward, are investigating the claims of an alleged victim, known as Nick, who says he was molested from the age of seven to 16, between 1975 and 1984. He claims to have seen a Conservative MP kill a boy at an orgy in a London townhouse in around 1980, and to have witnessed a Conservative cabinet minister watch two men kill another boy in a sexual assault a year later.
Peter McKelvie, a former child protection manager whose allegations about a paedophile ring brought the issue to the attention of Tom Watson MP and the police in 2012, said it was clear that there had been a cover-up.
He said: “The good and honest police officers on the ground always wanted to take their criminal investigations into this as far as they could go. It was higher up the hierarchy where things went awry.
“It is encouraging that the police are now pursuing this. The evidence has always been there and now it is finally being examined.”
Last week the home secretary Theresa May met survivors of child sexual abuse, along with McKelvie, to discuss the future of the independent inquiry that she set up in the summer. The inquiry has lost two chairs over accusations of conflicts of interest and the survivors told May that they had also lost confidence in the makeup of the rest of the panel due to examine allegations of organised institutional child abuse.
It was reported on Saturday night that May intends to scrap the panel. She wrote to each panel member last week to say she is considering converting it to a statutory inquiry, or set up a fresh statutory inquiry or a royal commission, according to Exaro News which published extracts from the letter.
Earlier this month it was revealed that two members of the panel had been accused of sending threatening or insulting emails to victims who had criticised the inquiry.
Lawyers for one abuse survivor had written to the home secretary to complain of a string of unsolicited communications, including an allegedly threatening email sent two days before an official meeting that both panellists and an abuse survivor were due to attend.
The victim, who is on medication for post-traumatic stress disorder, was left too anxious to attend the “listening meeting” in November.
McKelvie said: “At the meeting on Monday the home secretary was friendly and purposeful and promised a timetable for the inquiry, and hopefully the name of a new chair, by the end of January. But we were adamant that disbanding the panel as it stands is non-negotiable. The inquiry cannot be compromised from day one like this

Two whistle-blowers who had information about MPs' alleged involvement in a paedophile ring could have been murdered, according to a Labour MP who has handed a dossier of evidence to Scotland Yard.
Speaking to Sky News, John Mann MP claims he has evidence relating to the suspicious deaths of two men - a former Lambeth council official named Bulick Forsythe, and a caretaker whose name he did not disclose.
He said the police were already aware of the potential link between one of the deaths and the child sex abuse ring, which involved "highly influential" politicians during the 1970s and 1980s.
Although Mr Mann has now handed the information to the Metropolitan Police, he has been aware of it since the 1980s and 1990s, when he said the police declined to fully investigate.
"Bulick Forsythe had significant information in relation to child abuse," he said.
"The second was a caretaker who said he had tapes relating to sex parties that were taking place," he added.
"Mr Forsythe went to the police at the time and got nowhere. What I want to see is both those suspicious deaths reinvestigated."
His dossier includes 22 names of MPs he believes were involved in paedophile rings in North Wales, Lambeth in south London, Dolphin Square in central London, Rochdale, and one other location which he declined to name for legal reasons.
The MPs named include 14 Conservatives, five Labour politicians and three from other parties. Of them, 13 are former ministers.
Mr Mann told Sky News that he has given the police enough evidence on some of the suspects that he would expect the police to act "soon".
"I am confident there will be people arrested," said Mr Mann. "In some cases I?d be surprised if it didn?t happen soon."
The prospect of arrests for child abuse by MPs is likely to intensify calls for an inquiry into the historical allegations.
Home Secretary Theresa May has been dogged by setbacks after two successive chairs were forced to resign over their links to establishment figures in positions of power at the time.
Mrs May said last week that the inquiry should have the powers of a statutory inquiry in order to compel witnesses to give evidence but members of the panel are reported to be "devastated" that the existing inquiry, which has started preliminary work, is to be disbanded.
Scotland Yard detectives were already investigating "credible" claims that the murders of three young boys - aged between seven and 16 - were linked to high-profile abusers, including MPs. One victim was allegedly run over by a car.
Last Thursday, a fresh appeal was launched for further victims of historical abuse at the Dolphin Square estate, in southwest London, to come forward.
Children were allegedly taken to sex parties at the plush property, which was popular with politicians.

The Government is deliberately sabotaging the inquiry into historic claims of child abuse to protect “high profile figures,” a Labour MP has claimed.
Simon Danczuk, the backbencher who has led the calls for an inquiry into allegations of abuse dating back decades, said the problems which had dogged the probe set up last summer appeared to have been “quite deliberate mistakes by people in central Government.”
A letter leaked at the weekend showed that Theresa May, the Home Secretary, is considering abandoning the current panel, amid a catalogue of problems including the resignations of two chairman.
A victims’ representative said the only people who wished to see the inquiry fail were the abusers themselves.
Asked if he thought Theresa May, the Home Secretary, was responsible for a deliberate cover-up, Mr Danczuk said he was confident she wanted to get to the truth.

“There’s a catalogue of mistakes that have been made, some of them fairly basic, and you can’t blame the survivors of child abuse for wondering, because of the allegations of high-profile figures involved in the abuse, you can’t help thinking that some of this is quite deliberate mistakes by people in central government.”
Asked why the Government would want to sabotage the probe, he went on: “Well, because they don’t want to get to the truth. That would be the allegation. And you can’t help people for thinking that, you can’t blame people.
“The Home Secretary in this process is in complete disarray and what you have to think about are the survivors of child abuse, some of the people who have been abused by – the allegation is – some fairly high-profile figures in our society. They must be utterly dismayed by this lack of process and lack of progress.
“We’re not getting any satisfaction from Government because we’re not moving forward and it’s been six months now, one mistake after another ... I think that people will turn to more direct action and you can hardly blame them.”
Asked what form the direct action could take, Mr Danczuk made clear he wasn’t calling for violence.
“I’m talking about a more coordinated campaign
, survivor groups coming together in a more coordinated way, perhaps more and bigger peaceful protests, more challenging of ministers, more challenging of the police to take action and I think that has to be the route in which we go because there’s very little faith in the Government in delivering this,” he said.
Peter Saunders, of the National Association for People Abused in Childhood, welcomed Mrs May’s suggestion that the child abuse could be scrapped and replaced with one with stronger powers, saying that victims had lost confidence in the current inquiry.
He said: “The only people who want to see this fail, to not get off the ground and to not do the work that it potentially would be able to do are abusers themselves or those people who have covered up in the past.
“I have yet to encounter any survivors themselves who have any confidence in the process and in the panel as it is currently constituted.
“And really what this is about, it’s about having the confidence of the people who are at the heart of this inquiry, which is the survivors/victims themselves. Without that, it becomes a meaningless exercise.”
However Tim Loughton, a Conservative MP who serves on the Home Affairs Select Committee, warned against scrapping the current inquiry, saying the panel needed to “get on with it.”
He said: “I know there are question marks about how the panel members were appointed, there is a lot of distrust out there – not surprisingly, given the many years and decades survivors had to suffer in silence, not being believed. But that has all changed.”
He criticised Mr Danczuk for suggesting that the Government had deliberately undermined the inquiry.

Peter Saunders, of the National Association for People Abused in Childhood, welcomed Mrs May’s suggestion that the child abuse could be scrapped and replaced with one with stronger powers, saying that victims had lost confidence in the current inquiry.
He said: “The only people who want to see this fail, to not get off the ground and to not do the work that it potentially would be able to do are abusers themselves or those people who have covered up in the past.
“I have yet to encounter any survivors themselves who have any confidence in the process and in the panel as it is currently constituted.
“And really what this is about, it’s about having the confidence of the people who are at the heart of this inquiry, which is the survivors/victims themselves. Without that, it becomes a meaningless exercise.”
However Tim Loughton, a Conservative MP who serves on the Home Affairs Select Committee, warned against scrapping the current inquiry, saying the panel needed to “get on with it.”
He said: “I know there are question marks about how the panel members were appointed, there is a lot of distrust out there – not surprisingly, given the many years and decades survivors had to suffer in silence, not being believed. But that has all changed.”
He criticised Mr Danczuk for suggesting that the Government had deliberately undermined the inquiry.

I'm given to understand that the latest major drama, which got 2 pages to itself on the BBC television news yesterday morning, was that UKIP leaflets being delivered to houses in Thanet (Kent) had 'offensive and racist language' in them.
The BBC never mentioned the offensive content.

Given that there have been no convictions or even arrests yet, it would be unlikely for the press to name parties involved or not involved, although given that UKIP was formed in 1993 and these accusations seem to date from the 70s, most people could probably get their anyway. That said, a lot are former Tories, and that does seem to be that party at the heart of it, so announce that nobody from UKIP was involved would be really, really weird.

Another two former ministers have been accused of sexually abusing children in the 1980s as part of an alleged ring of Westminster paedophiles.
Their names were given to police investigating claims politicians routinely raped young boys and girls at a number of addresses in the capital 30 years ago.

A woman who claims that an American investment banker loaned her to rich and powerful friends as an underage “sex slave” has alleged in a US court document that she was repeatedly forced to have sexual relations with Prince Andrew.
The accusation against the Duke of York is contained in a motion filed in a Florida court this week in connection with a long-running lawsuit brought by women who say they were exploited by Jeffrey Epstein, a multi-millionaire convicted of soliciting sex with an underage girl after a plea deal.
The woman, who filed the motion anonymously, alleges that between 1999 and 2002 she was repeatedly sexually abused by Epstein who, she also alleges, loaned her out to rich and influential men around the world.
The document, a motion to expand an ongoing lawsuit relating to prosecutors’ handling of Epstein’s case with two new plaintiffs, alleges the woman “was forced to have sexual relations with this prince when she was a minor” in London, New York and on a private Caribbean island owned by Epstein.

The prince is not a named party to the legal claim, which is directed against federal prosecutors. He has not had any opportunity to respond to the allegations in the legal claim.
The woman is said to have been 17 at the time, considered to be a minor in Florida.
In a 2011 Vanity Fair article, Prince Andrew denied any sexual contact with young women associated with Epstein.
Contacted on Thursday, Buckingham Palace declined to comment on the allegations contained in the court document. A palace spokesperson said the royal household would “never comment on an ongoing legal matter”.
However, another close associate of Epstein who is also accused in the lawsuit, Alan Dershowitz, told the Guardian that the woman’s accusations against himself were “totally false and made up”.
The Harvard law professor and esteemed criminal defence attorney who later advised Epstein on how to respond to the FBI’s investigation is accused in the court motion of having sexual relations with the woman when she was a minor and of witnessing the abuse of other minors.
On Thursday he told the Guardian: “There is no more strenuous denial than the one I am giving. I never met her. I don’t know her. I have never had sex with an underage person.”
He added: “This person has made this up out of cloth, maliciously and knowingly in order to extort money from Mr Epstein.”
Dershowitz, who has occasionally written op-ed articles for the Guardian, said he could not comment on the woman’s allegations against Prince Andrew or any other men, but he said her claims against him were demonstrably false and challenged her to file criminal charges against him.
“It is a totally fabricated charge in every possible way,” he said. “It just never happened.”
He said he was considering taking legal action to have Brad Edwards and Paul Cassell, the lawyers who filed the motion, disbarred for “knowingly filing … a false, malicious and defamatory statement in a lawsuit”.
Edwards said: “We have been informed of Mr Dershowitz’s threats of legal action and bar proceedings … we carefully investigate all of the allegations in our pleadings before presenting them.”
In a statement to the Guardian through her lawyers, the woman behind the allegations said she was being “unjustly victimised again”.
“These types of aggressive attacks on me are exactly the reason why sexual abuse victims typically remain silent and the reason why I did for a long time,” she said. “That trend should change. I’m not going to be bullied back into silence.”
The Guardian is aware of the identity of the plaintiff behind the allegations, but is respecting her wish to bring the case anonymously.
Andrew’s close relationship with Epstein – he visited him in New York two years after the American’s release from prison in 2009 – has long been a source of controversy. The Daily Mail reported in 2011 that the prince had broken off contact with the banker.
The duke had previously been accused of meeting Epstein’s young victims and possibly being aware of their sexual exploitation. However, this is the first time he has been named in a court document as a participant in any sexual activity with one of the young women allegedly trafficked by Epstein.
As the claim has only just been lodged, and as the duke is not a named party to it, he has not had the opportunity to formally file a defence or denial to the claims.
In 2006, the FBI opened an investigation into allegations that Epstein had been paying for sex with underage girls at his Palm Beach mansion for years. By the following year federal prosecutors said they had identified 40 young women who may have been illegally procured by Epstein.
In 2008, however, the federal inquiry was dropped after Epstein negotiated a deal with prosecutors in which he agreed to plead guilty to a relatively minor state charge relating to soliciting paid sex with a minor – a 14-year-old girl. He served 13 months of an 18-month sentence and is now a registered sex offender.
Many of his alleged victims have since reached out-of-court settlements with Epstein, who was once considered among the wealthiest investment bankers in the world.
However two of Epstein’s alleged victims, referred to in court documents as Jane Doe 1 and Jane Doe 2, have brought a lawsuit arguing that federal prosecutors violated a victims’ rights statute by failing to consult them over Epstein’s secret deal.
The pair won a significant legal victory in July last year entitling them to see previously confidential documents from the plea bargain discussions between Epstein’s lawyers and federal prosecutors.

The motion alleges Maxwell was “a primary co-conspirator in his sexual abuse and sex trafficking scheme” and alleges she also participated in the abuse.
The document goes on to allege: “Perhaps even more important to her role in Epstein’s sexual abuse ring, Maxwell had direct connections to other powerful individuals with whom she could connect Epstein. For instance, one such powerful individual Epstein forced Jane Doe #3 to have sexual relations with was a member of the British royal family, Prince Andrew (aka Duke of York).”
