I'm sure that was a consideration guinness, but given his KNOWN profile and the fact that some had escaped, so must have given some intel, the "classic waiting game" seems a dubious option given the flag and headband (never ends well). They may have had intelligence on him, and obviously the 'escapees' would have told of his disposition, but, he hadn't hurt anyone, and the longer it went on, the more they thought they could get them all out with no deaths (i presume) what changed everything was the escapes.

I personally, would have shot the phucker through the windows, But i also would never have slept again if he would then have detonated a bomb wiping all out. I'm glad it wasn't my choice.

I'd have thought the best procedure was to chuck in a stun or two at once, wait until they finish, then ASAP run in when your bad guy was "stunned", before he has time to think and react. The footage seemed to show them throwing in a series of them over a fair period of time waiting until each finished, then eventually they go in. The entire time he could have been firing at last place he knew people were or worse.
