Whilst one doesn't want to belittle such a devastating illness I was wondering if some of the funds raised could go towards sending out some red bio-hazard suits with fur cuffs and hoods and a few false white beards for the medical staff... might not cure any victims but could go some way to cheering them up during the festive period.

Thousands die each day from dehydration. I belong to WaterAid and donate money monthly. I know the monies people donate makes a difference. Lives are saved. We can't just make excuses and ignore it.

Leaving aside the moral issue of starving an entire continent to death (not that you're racist, of course), there's a practical problem with your plan:
Lower standards of living = higher birth rates
The reason that the world would benefit from sorting out the giant mess that is Africa is that it is the best way of stopping its population from increasing so rapidly.
