The NHS is run for the benefit of the people who work in the NHS.  If the customers/public benefit that is a good by-product but it was not the main aim.  Wales is currently run by Labour consequently the NHS unions are not 'challenged' and consequently are pretty lax/expensive.  Many workers get away with state-allowed abuse/manslaughter.  The same, re-phrased, could be said for banks and the Conservatives.
