why are Dash Cams not yet a legal requirement ?

If they were a legal requirement for every single motor vehicle, then surely they'd rive down insurance premiums, only cost a 100 odd quid to buy, would save a helluva lot of police and court time too, will probably come a time when they're even built into cars in manufacturing.
