Just looking at the situation there as they are in the third year of a worsening drought.

"My friends in Los Angeles got these letters warning they could be fined if they water, and I got a letter warning that I could be fined for not watering," Whitney said. "I felt like I was in an alternate universe."
Having said that, I wish our governments would enforce the maintenance of front gardens, the way that they do!
If people don't do it themselves, the local authourity will do it and charge for it.
Californian vagrants never move on as the climate is similar all year long? I was told this when i was there in 2004 whilst watching the old timers taking on all comers in the "chess square." You pay just to sit down at the table, pay when you lose, (it's more likely most will) then pay when you leave. Not a bad way to earn some $$$$$
