It was in fact:- halloween III- Season of the Witch
No sign of Michael Myers anywhere.
Surely the sequel that wasn't a sequel was Halloween 3? (if you call a third film in a series a sequel)
So the sequel to that (again, if sequel is the right word) is Halloween 4.

The sequel that wasn't a sequel can only possibly be H3 (if you assume that the word sequel is the correct word).
There was no sequel to H3 because the story went back to Michael Myers as per H1 & H2.
So the answer is....there is no answer.

Which horror film was a sequel to a sequel that wasn't a sequel?
'A sequel that wasn't a sequel' has to be simultaneously a sequel and not a sequel (in different senses) to meet that definition. Agreed? Good.
Halloween 4 was a sequel (to Halloween 2) but not a sequel to the film immediately before it in the chain.
So
the film that was 'a sequel to a sequel that wasn't a sequel' has to be Halloween 5.

Haloween 2 was the sequel to haloween (that is agreed), therefore when released haloween 3 was supposed to be a sequel to the sequel (h2), however when people went to the cinema it did not deliver what they thought it was going to. Summing up, it was billed as a sequel to a sequel in name but the storyline was not a sequel.

Your paragraph proves the answer is not Halloween 3, because Halloween 2 cannot be defined as 'a sequel that wasn't a sequel'.
Baracouda30's answer is better, but I think Halloween 5 is the best of the three.
