It's the crime and punishment bits that have negative connotations, surely?

The irony is that "youth" as a collective noun for, erm, youths was itself a pc invention.

The trouble is the Tory spokesman in BC's OP talks about "coming down hard" which we already know doesn't work. What they need to do is come down effectively.
