Embossed paper the way to go as already said. I fvcked up a 23ft long wall years ago trying to get some hideous sacklike material off it...plenty of gouges and scrapes when I was done. Slapped on the old embossed then painted it...turned out luvverly.

why dont you want it skimmed???

If you want to knock about 10% off the value of your home,get it artexed.
If the wall is very bad get it skimmed.
A few imperfections can be filled and sanded then cross line and/0r wallpaper.

Just put an ultra modern painting on it and tell all your friends it's a Tracy Emin installation. Sorted.

Cross line is hanging the lining paper horizontally then hanging your wall paper normally over it
