as soon as the Somalians had contact with the Navy they could have claimed political asylum... and as Somalia is in such a state, Britain wouldn't have been able to send them back.

Wouldn't our sailors have been suffering from scurvey in the good old days ?
If the navy had just tied bricks to their feet and thrown them overboard would anybody have cared/noticed?
