the l phantom?

a good few years back 90s and for as long as I can remember  I think there was a geezer who was  in the winners enclosure after  if not after every race then all the televised races always got on the tv in the background of winning connections ,I always thought he was a security official ,but it turned out he was an imposter  and feck all to do with owners or racecourse security ,racing post did an "expose" or it or it  was in one of the readers letters  cant remember exactly what it was , the post dubbed him the" phantom"  ! and after that never to be seen again in the winners enc ,anyone know what happened to him !or got the original story ,must have had some arsh@le to pull that stunt every year !
