Binocular a question

If as NH says they were shocked that traces were still showing on the horse and presumably they thought all traces would have disappeared by now.... why didnt they declare and re test him on Tues and if still positive withdrawn him them ...ifthey did a test on tues and it was no longer showing how will they feel
