BOBIS / new scheme

As if I should be surprised, they come up with a decent scheme for UK breeders and it gets shafted.  Well Done the TBA outstanding work as ever.  I can now get £1k instead of £1800 or £3k with nothing in return.   TBA is run by and only interested in owner breeders, delighted to have this scheme explained in any positive way.   Why on earth are yearling consignors getting a £1k bonus?  Their uplift is meant to be on the sales price or is this an admission that that is a fallacy?
