Mrben, if you bothered to look at the world trends for Refugees you will see that Australia follows the world trends and any peaks and troughs are the result of Wars, Disasters etc, in the region of the countries that accept them.
Around the year 2000 till the mid 2000's (from memory) was the lowest flow of refugees world wide, there was a lull. Push factors influence refugee movement far more than Pull factors, this a proven fact. The data proves it. It is only the politicians that say Pull factors outweigh Push factors.....because they prefer to have the population in a thinly veiled state of fear.

I saw Senator Milne on ABC TV 2 nights ago and she was asked asked if the Greens felt responsible in any way for the refugee seekers drowning whilst trying to reach Australia. Senator Milne responded that she thought this question was offensive. Her response then followed that the Australian Government should ensure the refugee applicants receive safe passage to Australia for processing. No offshore processing.

In fact, applying onshore is the standard procedure for seeking protection. According to the definition in the UN Refugee Convention, refugees are persons who are outside their country of origin. This means that you cannot apply for refugee status if you are inside your own country. In order to be recognised as a refugee, you must leave your country and apply for refugee status in another country. Every refugee in the world – including those who Australia resettles from overseas – has, at some point, entered another country to seek asylum.
The vast majority of the world’s refugees either return home once conditions which forced them to leave have improved; or settle permanently in their country of first asylum. For some refugees, however, these solutions are not possible. For example, some countries are hosting very large numbers of refugees or don’t have the capacity to provide effective protection, and therefore require assistance from other countries to fulfil their protection obligations. The UN resettlement system does not work like a queue. The term “queue” implies that resettlement is an orderly process and, if you join the end, you are guaranteed to reach the front within a certain amount of time. In reality, the UN resettlement system works more like a lottery than a queue.
Many refugees lack access to UNHCR’s resettlement processes altogether and therefore simply do not have resettlement available to them as an option. Furthermore, refugees are prioritised for resettlement according to need, not according to how long they have been waiting.
These needs fluctuate and are continuously reassessed. For example, conditions in a refugee-producing country may improve, allowing refugees from that country to return home if they wish; or conditions in a refugee-hosting country may deteriorate, placing the refugees in that country in greater need of resettlement. "The brand image has been damaged," she said.

Iranian-born Azadeh Laghai had just settled in her aisle seat on a flight from the Gold Coast to Melbourne on January 31 last year when a flight attendant opened a compartment above her - causing a 7kg-8kg bag to fall on her head.
The 46-year-old mother of two claimed the incident left her with ongoing neck, arm and hand pain that required medication and physiotherapy.
She claimed Virgin paid for two initial physiotherapy sessions but refused further visits, despite a neurosurgeon diagnosing her with a chronic soft tissue injury around her cervical spine.
Mrs Laghai claims she had been debilitated by her injuries and, due to her Middle-Eastern background, she felt great guilt that her husband Siamak Laghai and teenage son had been forced to take over most of the domestic duties at their home.
Within the claim she is asking for $36,720 to compensate for her husband taking over her domestic chores including cleaning, grocery shopping and massage for 15 hours a week at a rate of $34 an hour over the past 18 months.
She is also claiming $7344 for her 13-year-old son, who spends three hours a week doing chores including emptying the dishwasher, tidying up, watering flowers, walking the dog and unpacking shopping.
Mrs Laghai, who works as Woolworths accounts manager, claimed the injury also prevented her from driving as she no longer had the strength to grip a steering wheel and she could only work on a computer for a short time without pain.
In the filed claim Mrs Laghai said the pain and exhaustion caused by her injury had limited her ability to parent her two sons, aged seven and 13, and had affected her marriage.
She is claiming $60,000 for pain, suffering and loss, $20,000 in special damages, travel and medical costs, $150,000 for future economic loss and $120,000 for future damages.
Maurice Blackburn lawyer Anna Morgan said the firm was negotiating for fair compensation for the debilitating injury.

Former Defence Force chief Chris Barrie has warned against trying to force asylum seeker boats to turn back to Indonesia, arguing the policy drives people to take "very desperate measures".
Opposition Leader Tony Abbott insists the policy will be a core element in his plan to stop asylum seekers trying to make the dangerous journey to Australia.
"New orders, on day one of a Coalition Government, would be given to our naval forces in the seas to our north," Mr Abbott told Channel Ten this morning.
"They would be a border protection force, not a boat escort authority."
Mr Abbott says the policy of forcing boats back worked under the former Howard government, and it can work again.
But retired Admiral Barrie, who was in charge of the Defence Force under the Howard government, says he is not convinced the idea would be effective again.
"My expectation wouldn't be very high (that) it's going to work in many cases, and I would be very conscious that our commanding officers at sea must act in accordance with international law," Admiral Barrie has told ABC Radio National.
"The problem about the policy is it drives people to very desperate measures and I don't think that is something that we should promote."
Admiral Barrie, who was also the former chief of the Navy, says it sometimes took weeks to turn boats around because naval specialists first had to be flown to the area to make the asylum seeker boats seaworthy.
And he says in the past, some boats were set on fire so that they could not be turned around.
"What these people are really making clear.... is this is the place they want to come to - they don't want to go to any other place," he said.
"We are finding more and more I think boats where the plight of the people on board really does test your sense of compassion and humanity." Political stalemate
The major parties remain locked in a political stalemate over the best way to stop asylum seeker boats.
In a bid to break the deadlock, the Government has asked former Defence Force Chief Angus Houston to lead an expert panel to reassess Australia's approach to people smuggling issues.
It will liaise with a cross-party reference group of MPs, but the Coalition has so far refused to nominate any representatives.
The parliamentary reference group so far includes Labor MPs Wayne Swan, Chris Bowen and Stephen Jones; Greens Senators Christine Milne and Sarah Hanson-Young; Democratic Labor Party Senator John Madigan; and Independent MP Tony Windsor.
Immigration Minister Chris Bowen says the Opposition has the choice of working towards a solution, or "carping" on the sidelines.
"We would like the whole Parliament to assist in solving this matter," Mr Bowen has told ABC Radio's AM program.
"If Mr Abbott is not willing to nominate somebody, of course we would accept self nominations from members of the Liberal Party as well."
But Mr Abbott has played down the significance of the reference group, saying there is no reason why Labor can not immediately put in place some of the former Howard Government's policies.
"Rather than sit on her hands with yet another committee, rather than bleat and bleat about it all being the Coalition's fault, the Prime Minister should do something rather than do nothing," Mr Abbott said.
The Greens are pushing the Government to increase Australia's refugee intake, arguing that would help slow the flow of boats.
Speaking from Indonesia, Senator Hanson-Young says when Australia boosted its intake from Indonesia 18 months ago, there was a "dramatic" drop in the number of people getting on asylum seeker boats.

ASYLUM SEEKERS ARE ‘CASHED UP’ AND CHOOSE TO COME HERE
You can be wealthy and still be tortured. Economic status does not necessarily prevent you from needing to seek asylum. In some countries it might be more likely for authorities to target the well educated, and therefore the wealthy, because they are the greatest threat to an authoritarian regime.
Furthermore, an expensive boat or plane trip is not necessarily an indication of wealth. Most asylum seekers will sell everything they own, and/or turn to family or friends for help, to pay for the trip and still not have enough money. Many asylum seekers will not be able to afford to bring the whole family and so send only one member with the responsibility of finding an avenue of protection for the entire family. Alternatively, families at risk of persecution with only enough money to save one life may decide to make the excruciating decision to send their child away in the hope that they will make it to safety.
Imagine being a parent whose only option to save your child was to send them on a perilous journey knowing you might never see them again. Or imagine being that child, separated from your parents and siblings, constantly tormented because you’re unsure if they are safe or even alive. Far from being ‘cashed up’, asylum seekers have made great sacrifices and left everything dear to them behind. As for asylum seekers ‘choosing’ Australia, it is important to remember that, in the first instance, asylum seekers are running from and not to. No one chooses to be an asylum seeker. Furthermore, many of the countries in our region are not signatories to the Refugee Convention, including Indonesia and Malaysia, where most boat arrivals come from. Whilst countries that are signatories do not necessarily provide effective protection either. For example, Cambodia was recently implicated in the forcible deportation of asylum seekers to China, which has not implemented the Refugee Convention into its national law (a gross contravention of international refugee law).33 More importantly, Australia and New Zealand are by far the only countries in the region with the resources to provide effective protection (see table above). Would it be fair for asylum seekers to ‘choose’ to go to countries like Timor-Leste (East Timor) or Papua New Guinea which face severe developmental issues of their own?

The vast majority of asylum seekers do not arrive with- out documentation in an attempt to cheat the system. Not only are most boat arrivals found to be genuine— typically between 85 and 90%—but arriving without documentation only delays legal-status resolution, prolonging their stay in detention. So for a genuine asylum seeker, of which the majority of boat arrivals are, there is no advantage to arrive without documentation.
The Refugee Convention and the Australian Government recognise that asylum seekers are not to be punished for their illegal entry or irregular travel because they have good cause (see myth 1). This is because asylum seekers will often have to flee quickly and are unable to obtain the necessary documentation before leaving; especially if that requires approaching the very government responsible for their persecution. At other times, asylum seekers will destroy documentation because they fear being sent back home or, for this reason, are instructed to do so by people smugglers.
It’s often argued that boat arrivals who leave from Indonesia intentionally deceive authorities by destroying their documentation because, having originally flown into the country, it’s assumed they must have had a passport and visa to board the flight. However, many asylum seekers obtain false documentation in order to gain entry into Indonesia by plane and, unable to seek adequate protection there, later escape to Australia by boat.
Furthermore, many asylum seekers initially land in Malaysia where people from Muslim countries are not required to obtain a visa. They then make their way to Indonesia before boarding a boat for Australia. Non- Muslims, such as asylum seekers from Sri Lanka, are forced to bribe Malaysian immigration officials in order to gain entry into the country and—if they can escape detection and incarceration by authorities—will then attempt to make the dangerous journey to Australia by boat via Indonesia.12

Irregular people movements are—as the term suggests inherently disorderly. Refugees must often flee their homes abruptly or else suffer persecution. They have to go somewhere, and fast. Consequently, the vast majority of asylum seekers, some 75–95%, cross a border into a neighbouring country and stay there.28 Because most asylum seekers originate from the developing world, crossing a border means entering into another developing country. Consequently, those with the least capacity to assist refugees have the burden of protecting the vast majority of them.
Most developing countries do not have the luxury of an orderly migration program for refugees. They must accept the millions of refugees spontaneously crossing their borders without prior authorisation, or they would be placing those asylum seekers at risk of imminent persecution or death. If all the nations of the world were to heed the call of those who insist that refugees fleeing persecution must wait in a queue for authorisation before entering, there would be mass genocide.
As most nations are unable to force refugees to wait in overseas camps, it would be hypocritical for Australia to unilaterally end its practice of providing protection to onshore arrivals. Such a policy would not create equitable outcomes for all refugees but succeed only in transferring the costs of reception and processing back to the developing world, which is where our rejected asylum seekers will ultimately be made to wait.
This would also force asylum seekers to wait for years in intolerable conditions without basic human rights. Ultimately, ‘orderly migration program’ is code for shifting Australia’s responsibilities to developing countries which already take the greatest burden for this international problem. Australia needs to accept that, as long as there is war, poverty and political unrest, there will be irregular migration flows. Whereas, as long as asylum seekers continue to be processed by authorities upon arrival where they undergo identity, health and security checks, there is little to be concerned about.

An Iraqi refugee has pleaded guilty to involvement in an international people-smuggling syndicate aimed at helping multiple people enter Australia illegally.
Ali Haidari, 37, formerly of Thornbury, today pleaded guilty in the Victorian County Court to several breaches of the Commonwealth Migration Act 1958.
Chief Judge Michael Rozenes heard that in Indonesia between 17 and 26 November 2009, Haidari took part in helping an asylum seeker to enter Australia illegally.
He also pleaded guilty to one count of facilitating the proposed entry of a group of six non-citizens during the month of March 2010, and in doing so, was "reckless as to whether the said six people had, or have, a lawful right to come to Australia".
In addition, he pleaded guilty to one count of aggravated people-smuggling between 14 September and 5 October 2011, and also admitted that on or about 6 July last year, he imported a marketable quantity of a border-controlled drug, methamphetamine.
At the time of his arrest police estimated the drugs to be valued at $750,000.
The offences carry a maximum penalty of 25 years' jail.
Haidari's involvement in the people-smuggling ring was exposed as part of Operation Rasbora, which Australian Federal Police said at the time of his arrest had been operating for 10 months.
Investigators said those involved were allegedly charging between $4500 and $10,000 for asylum seekers to enter the country.
The scheme is understood to have come undone after undercover operatives struck a deal with Haidari to smuggle a fictitious family of six to Australia.
Following his arrest, it was revealed that Haidari arrived in Australia on an unauthorised vessel in 2002, settled in Melbourne and got Australian citizenship in 2007.
Judge Rozenes heard today that the defence disputed several aspects of the prosecution summary, therefore more time was needed to resolve the issues before Haidari's plea went ahead.
He remanded Haidari in custody and adjourned the matter for a plea hearing on August 14.
