if number 42, 43 and 44 all have the same Open Rating who gets a run if a run is available? is it randomly drawn?

just read on RP that handicapper smith will rank them! how?
Skippers Brig is now higher rated than the other two thanks to his Kelso win, so that would effectively make him number 42.
