On the face of it the dead heat rules certainly seem to be heavily in favour of the bookie plenty get caught out by half the stake rather than half the odds.
Look at it this way
One person has £1 on a 3/1 shot it wins he wins £3 or
Two people have a £1 on two different 3/1 shots in the same race they both win £1 each - total winnings £2
Look like the winnings are split three ways in a dead heat on this occasion, £1 each to the two punters & £1 to the bookie

I was just putting the pitfalls of a dead heat for betting purposes nowt to do with the competition whatsoever.
A Dead Heat is calculated by dividing the stake proportionally between the number of winners in the event. So, in a two-way Dead Heat (2 winners) for example, your return will be half of what it could have been. This can be referred to as half-face value of the bet, or a bet for half the original stake.
My example Norfolk was just to show how much in the bookies favour a dead heat is.
Pumpy, it is just the same as joint favourites. Have £1 on an unnamed favourite and one of them wins at 5/1 but is joint favourite. Your return including your stake would be £3.
