This argument really annoys the hell out of me.
The number of foreign players in the Premier League is irrelevant (How many foreigners were in the league in the 70's when we failed to qualify?!).
We should be asking how many English players play in ALL the top European leagues? None of our young lads are willing to go (either permanently or on loan) to Spain, Italy, France, Germany or even Holland, Portugal etc. I think that doing this would be of greater benefit to the national team's chances at the big tournaments.
I think this is a more general problem within society in England/Britain. We as a nation, rarely emigrate to work abroad except to English-speaking ex Commonwealth nations, (none of whom have a decent football league).
We treat the learning of foreign languages as an after-thought in school, and many kids (myself included) leave school with nothing more than very basic French or Spanish.
Until this basic societal change takes place, young players will continue to turn their noses up at going to play abroad to earn their stripes, and so the England team will continue to have the same problems that it has done for the last 50 years.
