You are over thinking it. Brazil for example can only meet 1 team in the final, they can't meet 3 teams in the final, which could be any of Mexico Croatia and Cameroon.

It's a mistake to add "Any other two finalists not listed" so I doubt they will. When you get to the quarter finals you would at least hope that every option is available. Imagine if 3 of the quarter finalists weren't listed (2002 SK Turkey and USA) then you'd only be able to bet on 10 of the possible 28 scenarios.
