Why can I still lay Suarez at 21, when he's only scored 3 and more than 4 players have scored 4 or more?

Either someone has fallen asleep at the wheel, or there's a disputed goal.

I assume you are fishing....but if not...its cos 3rd/4th place match counts.
what about the tournement top scorer, you can still lay klose on here for around 8's, what am i missing?
