Why are so many of the times on Betfair radically different from the times they actually race?

because when there's delays these aren't factored into the pre-loaded start times. if there's an objection or a late scratch etc.

Also US racing doesn't run by post times. They run by race numbers, for which they have approximate post times. That's why occasionally you can actually see US races go off before the betfair start time. Today there has been lots of late scratches across most if not all tracks which has delayed things quite a bit.

Does anyone know of a website or reliable source I can look at to determine when the race will actually start without watching the video?

https://www.tvg.com/ lists minutes to go for upcoming races down the left hand side. Dont really use it myself but I imagine it's reasonably accurate.
