How come the sportsbook can take bets on Santa Anita and Golden Gate (and Gulfstream and Laurel), but the betting exchange doesn't take bets at those tracks?

I started taking the US stuff seriously about 2009 and the California tracks were not available then. I gather they were sometime before that. Bf doesn't normally offer Gulfstream on the exchange but it did last year for the Pegasus Wold Cup day. I'm hoping they are going to again. It's on Sat and isn't on their scedule but I don't think it was last year. Just popped up on the day before.
Why they offer certain tracks and not others I presume is down to the rights holders but I honestly don't know. Don't think it can be state legislation as they have markets for the Breeders Cup meeting in California,but there will be a different rights holder then.
