in regards to your opening statement I had to do a bit of detective work as you didn't mention race numbers or horse names so I had to look at the "off times" based on the time stamp of your post to track something down
now ... evangaline downs on a Thursday in the States ... on a day that was rainy from the outset and a meeting that was eventually abandoned before the final two races due to poor conditions ... was probably not the best place to send off a quid in hope of an easy return I venture to say

the first race where you mention 0-17 I believe was probably R2 ... where the 2nd fave #3 won the race ... with a prior record at EVD of ... 0-7 ... however the horse had placed at its previous three races before this race ... which were all at the same EVD track ... and it had an overall record at the EVD track of running in 7 races ... with 5 placings (3 x 2nds ... and 2 x 3rds) ... so not really too shabby a form on paper
the $0.60 fave in that race ran 2nd btn a neck to it ... and also had the exact same form line going in at EVD of ... 0-7 ... and also coincidentally with 5 placings also (1 x 2nd ... and 4 x 3rds) ... so the first two horses were fairly similar in that regard ... while the beaten fave got to the front late before lugging in according to the stewards which cost it the race a neck
--- the following race you mention would therefore be R3 ... and the run of the #3 ... as you mention ... looked awful with it going back some 14 lengths or more off the pace in the run ... but these $7k maiden races can always be tricky ... especially on Thursday quality ... and compounded by wet conditions
on equibase you can find its previous start ... and on espn twinspires you can find a replay of its start before the one you mention ... which was R4 on April 21 and on that day (with a jock that had only won one race in his last 100 starts) the horse actually raced in exactly the same way early again going back some 14 lengths off the lead ... before making a move on the important approach to the home turn before softening off late
the horse (if I am right in my detective work) was called Pear Shaped Munro and was having its 4th ever race start (today being its 5th start) and performed pretty much the same way as in the race you mention above ... though with a much better jockey today ... and its newly licenced female trainer only having her 8th ever race runner this year (and still a maiden this season)
I have no interest in these inexperienced maiden horses to bet on myself ... but just on reading form Pear Shaped looks a lock to break its maiden over a mile or further this campaign or maybe its next campaign ... with the start you mention above being its best run in a short career ... and though beaten 14 lengths in the end by the short priced fave in the race you mention ... it got up from its distant position in running to claim every other horse in its race and finish second ...

Saturday racing is still the best day to play in the US ... and if having a go I have found PEN to be good value as many horses each race (almost all horses) are fairly similar in speed & class attributes ... so a well priced horse there can have as good a chance as a short priced horse
I am not challenging your reading of races though Evil Roy ... everyone is entitled to their own opinion of how they see a horse race ... it is just the TOTAL BANNING of US races that I challenge ... which would disrupt my own betting on these conveyances
