Is it just the track players who make money in running USA or has anyone a feed that is near on live.

what are you comparing the live video feed to , to know it is 12 seconds behind live ?
Probably by watching the odds, watching the start and/or finish.

going by that I would say that live video is about 6 seconds behind live
